City of Burlington Permitting Process Steps


Zoning Permit

The first step to obtain the necessary development and construction permits in Burlington is a Zoning Permit from the Department of Planning and Zoning, located in City Hall at 149 Church Street. Many zoning questions can be answered with a phone call (802-865-7188), and most applications and forms will be mailed upon request. Some types of applications can be processed using the US Mail and telephone, however most zoning permit applicants, or their representatives, should plan to visit the office to get proper and complete review of their applications. Office hours are 8 am - 4 pm Monday through Friday.

Building Permit

Most projects also require a Building Permit from the Department of Public Works located at 645 Pine Street (the second step). Check with the Inspection Services Division (802-863-9094) to make sure your project conforms with local building codes and ask if a building permit is required. Consultation hours are 8 - 10 am Monday through Friday only. Inspection Services requires an approved zoning permit prior to issuance of a building permit.

State Permits

Does your project need an environmental permit from the State of Vermont? Go to the DEC Environmental Assistance program for information. The DEC Permit Handbook is also available. In most cases State environmental permits are not required to receive City permits. However some State permits, such as for wetland impacts and stormwater discharges, can be highly beneficial in zoning permit review.

Certain categories of projects require an Act 250 Land Use permit. The Vermont Environmental Board has information and resources with regard to this law. The Frequently Asked Questions section contains much information to get started.
